Company Description:

On behalf of our Client, a company operating in the Transportation industry, we are seeking to recruit a high caliber individual for the position of Public Procurement Officer, who will be based at our client’s offices in Nicosia.

Job Duties:

Reporting to the General Manager, the successful candidate will be responsible for communicating with internal departments, vendors, management, contractors, and public officials to create and solicit various types of solicitations, including Request for Proposals (RFP) and Request for Bids (RFB), to develop and administer contracts, to present purchases for Management and obtain their approval. More specifically, he/she will be responsible for serving as the centralized formal purchasing and contract administration, preparing contractual agreements and assisting in developing specifications for supplies, services, and equipment requiring formal bids as well as for preparing technical specifications and invitations to bid. Furthermore, he/she will be responsible for analyzing bids submitted and identifying the best bid, awarding contracts (within delegated authority limits), analyzing purchase contracts and agreements and interpreting terms and conditions. Moreover, he/she will be responsible for performing cost analysis relevant to assigned projects or contracts, securing price quotations and preparing terms, conditions, and/or specifications for prospective purchases, participating in bid tabulation, and placing orders for materials, equipment, supplies, and services. Finally, he/she will be responsible for evaluating information to ensure compliance with policies and public procurement and contract law.

Qualifications:

  • A Bachelor's degree in Public or Business Administration, Purchasing, Supply Chain Management, Economics, Finance, Operations, Engineering or a related area. A Master's degree will be considered as an advantage
  • Experience in a Procurement related role, from a Consulting firm will be considered as an advantage
  • In-depth knowledge of sourcing and procurement principles and best practices, including experience in writing documents such as RFBs, RFPs, RFQs, RFIs, and contract documents with clearly organized thoughts and using proper sentence structure, punctuation, and grammar, in order to complete formal purchasing and contract management tasks
  • Familiarity with relevant legislative and regulatory requirements, as well as understanding of standard contractual terms and conditions to mitigate legal risk
  • Working knowledge of finance and/or accounting in terms of budgeting, cost management, financial accounting, treasury, risk management, etc.
  • Excellent knowledge of the Greek language is required. Very good knowledge of the English language
  • Computer literate
